Why is paint peeling/bubbling off our walls/ceiling? How can we fix it?

Our house is older, built in the early 50's. there is NO water damage anywhere just lots of paint colors on the drywall. When a spot does fall off there is about 4-5 different colors of pain that you can see showing through.

My first guess is moisture either in the drywall or when the paint was applied. But, it could also be that incompatible paints were applied. I once painted waterbased latex over oil and it bubbled over time revealing the oil paint below. A lot of hard work to learn that lesson. The only way to fix the problem is to remove all of the paint, prime and re-paint. You could try sanding it and using a primer that is compatible with both oil and latex, like Zinser and then repainting that area.Why is paint peeling/bubbling off our walls/ceiling? You have to use a chemical fixative
Sounds like you painted latex paint over an oil based paint without using any kind of primer. You will have to try and remove as much as you can. Primer using primer that allows latex to go over oil based paint. Then repaint your topcoat.
