it is impossible to give a solid quote without seeing the bumper... if the bumper does not need to be replaced and you are looking to save some cash to get it fixed do the following... go to a dealership that has a decent sized used car lot, the will have someone that does bumper repairs for them at a reasonable cost $50 or so . if you bring it to most body shops they will want to remove it and paint it. you are looking at at least $200 for that depending on where you live and the make of the car.
Get it done right and profesionally! If the paint is peeling, it will need to be stripped! The used car guys just do a quick cheap job, like a temporary fix! If you want it to last strip the peeling paint and have it totally repainted. It should take about 1 - 1.5 hours to strip, roughly 2.5 hours to paint and 1 extra hour for clearcoat. As far as removing the bumper it will depend on the make of vehicle, which will average between 1 to 2 hours. Labour rate in Canada is about $50.00 per hour and an extra $25 per hour for paint materials.
