Paint on bathroom ceiling is peeling,How do i seal the plaster?

Hello i have a problem with paint that peels of in large sections on the bathroom ceiling,i was told it needed sealing .Does anyone know of this P.V.A mixture and the method of application?thanksPaint on bathroom ceiling is peeling,How do i seal the plaster?
I'm not sure the problem is due to sealing, it sounds more like the paint is not adhering to the surface, or to a previous paint job. That is one of the more troublesome of a painter's problems - when _someone else's_ work is bad.

The best approach is to remove as much of the bad paint as possible. You can start by scraping and finish by sanding and filling. If you're lucky enough that the bad coat of paint comes off easily, be sure and at least lightly sandpaper what remains (or clean it with TSP and rinse), then prime it with a latex primer, and finish with a semi-gloss latex paint.

Again, as long as you get down to a coat of paint that is really holding onto the sheetrock or plaster, the above-described paint job should not peel.
