The paint or material is peeling and crumbling off the base of my kitchen cabinets how do i replace this?

I am talking about the baseboard of the kitchen base cabinets which rests on the fllor and it is black in color and is peeling all aroung the perimerter of the kitchen and looks like hell. What can i do myself to correct this? The paint or material is peeling and crumbling off the base of my kitchen cabinets how do i replace this?
think the peeps b4 are thinking of something else.. its particle board painted black.. moisture causes that problem.. you could put vinyl cove on it or just put a new toe-kick on it.. toe kick can be anything tall enough (oak, pine, luan, plywood) they also have a woodgrain cardboard type material.. you can nail or glue these on.. its pretty simple.. your just gonna cover whats there. The paint or material is peeling and crumbling off the base of my kitchen cabinets how do i replace this?
scrape off all the loose paint, then go to the hardware store for a good primer, and then paint it. good luck!
Just one other thing (#3 said it pretty well, and I think we'll agree on this, too), you need to find out what is causing this. If it is just years and years of the very front surface of the kick getting a little damp from floor mopping, then it may not be a big issue. If there is some sort of leak or overflow causing the wood to be continually damp, you need to fix that first or you willl just ruin the next, and eventually it could even become a structural problem.

The most common sources are refrigerator condensate tray overflow (that tray at the bottom), dishwasher leakage, and the mother of all, the kitchen sink. Also remember that modern economies of construction practices place water and drain pipes in very close proximity so that they can share mains. If there is a laundry room or bathroom on the opposide side of the sink wall, this should also be investigated. Since the 50's in the US, this hasn't been as much of an issue with kitchens. It seems that the television sitcom ';efficiency kitchens'; really caught on and that a window above the sink proved to be a big selling point. It's a lot like the new open enclosures at the zoo. I guess men wanted their wives to feel better about being chained to the sink. ;)
Okay, this is not a very pleasant job. Your going to have to get some wide style paint scrapers, mineral spirits and cleaning supplies, plus more adhesive from the hardware store. You're going to have to pull all the old stuff off first. Then you have to scrape and clean the back of the base board for the future application of the baseboard itself. Then you have to do the same for the cabinets themselves. Yeah, a lot of work, but it will make things look a whole lot better when its all done!
It is likely vinyl cove base and should just be replace with new one. Can be purchased at home center along with adhesive in which to fasten it.
