What is the best way to peel paint off a wall that has been painted over wallpaper?

Assuming that you want to remove the wallpaper: Then score the surface using a wallpaper scoring tool found at most paint supply stores. I like the round one with red handle, I think it's called a ';Paper Tiger.'; Then spray the wall using a garden sprayer filled with wallpaper remover that you can buy at any paint supply store and warm water. Let it sit for a while, you might need to spray it several times. Then start peeling the wallpaper off. In some cases you will need to scrape it off using a 6'; or 4'; wall knife.


If you just want to remove the paint from the wallpaper, then use a chemical paint remover like has been suggested above. Be sure to wear a respirator for those though.

Scrape a horizontal line through the wallpaper and paint at the top of the wall.Use hot water in a spray bottle set at fine mist.It will come right off if you get the mist under the paper.
take wall paper and all with a steamer.
Chemical thinner can help you to remove the paint. That is available from the paint and hardware dealers.
Remove the wallpaper.
