If I painted over gloss white paint with flat color paint, and the color is peeling easily. how can i seal it?

The walls were already painted white w/a semi or high gloss paint, and I didn't prime it. I then painted over the white gloss paint with a flat enamel paint and now i am having difficulty keeping the paint on the walls. I even did two coats of the flat enamel paint. Is there a kind of sealer i can use to make sure the paint doesn't continue to chip off?If I painted over gloss white paint with flat color paint, and the color is peeling easily. how can i seal it?

If the paint isn't staying on the glossy surface, there's nothing you can put on top that will help it stay on. More coats of anything will probably make it peel worse. The problem is the bond, or lack of it, between the gloss and the flat. You can't put something on top that will change that. You'll have to remove the flat paint, most of it anyway. Sand it off or try scrubbing it off with TSP. If it isn't on very firmly it won't take a lot of scrubbing.
yes, you must lightly sand with orbital sander works best, or use a product called ';liquid sander/ deglosser '; , then put a good quality primer like kilz on wall. then paint as usual, have the primer tinted to your wall color for 1 top coat coverage with 1/2 or 3/4 inch nap lambswool cover
oh oh, start sanding , either by hand or an orbital sander,it should have been scuffed at the beginning
What you need to do is paint wallpaper paste over the wall so that the paint can grip to it .It works !!
