Peeling paint, scarface and cracked walls?

I want to avoid botching it again! (and prefer more eco options...)

1) Cracks

I have a cracked wall horiz and vert above the gas fire. It looks like someone put a mesh/gauze fabric tape along the vert crack, but the crack was still apparent on the surface so i peeled it off to start afresh.

Q1) Should i get some of this tape and what's it called? I know theres a dulux rubbery paint for cracks - but its not perfect either.

2) Scarface

Q2) the landing and front room walls have a scarred appearance due to ex wallpapering - I have bough Polycell for skimming - but it says apply to plaster - do i have to sand back every last bastion of paint ?

3) Peels

Q3) How Do I Avoid peeling paint ? it appears to be the outside wall - on the landing and window insets. i used cheap paint on the landing but not the windows - any other ideas apart from doing the paint wash thing first?Peeling paint, scarface and cracked walls?
1) You need to scrape off the messy job and start over. Use a mesh tape and mud it with the joint compound which is kind of like plaster, only stronger.

2) If your walls are in really bad shape, you should patch with a plaster kind of compound and then apply the wallcovering with a slight raised design. It will cover the bad parts and then you can paint it just like you would regular walls. It looks great and is a good solution to a big problem. It is inexpensive and you can get it at Lowe's or any home improvement place.

3) You avoid peeling paint by making sure the surface is clean before painting. Also, if you put latex over oil paint you will sometimes get peeling. Always spend the money to get good paint. You won't have to paint as many coats and it will last longer and look better. Just avoid a drive-through for a week or so and you will have the money to pay for the good paint.
