you won't fill in the imperfections from peeling paint with paint, you'd have to do a light skim coat with joint compound or a lightwieght spackle, as far a primer goes I'd use a quick dry oil like ';Cover Stain'; and I would personally prime the whole ceiling sounds to me you don't or not using a ceiling exhaust fan which leads to this problem. Look for a latex primer that is mildew resistant.
