your kinda stuck, what your describing means the paint failed (did not properly adhere to the surface underneath, no scrapping isnt so much necessary but you will need to pull all the loose paint and float out the rough edges with mud or spackle if you dont watch the lines to show back up. then use a primer or flat paint to first coat the wall so the paint wont flash in the spots you spackled. Now lets talk about reasons paint would fail so you will see you problem and be able to fix it, i am gonna list the most common ones and the solutions

1 You painted over a semi-gloss paint and your new paint did not stick, in this case you will need to pole sand the entire wall to give it a tooth and rough up the ultre smooth surface then use a decent primer, i always suggest oil based such as kilz, then put on a new top coat.

2 moisture, either to high moisture content in the wall before or after painting too soon, in this case i would suggest nnot using the bathroom at all (for showering) 24 hours b4 or 48 hours after giving the wall plenty of time to dry b4 and the paint plenty of time to cure after.

3 cheap paint, i cant stress enough that with paint, you really do get what you pay for, if you bought the paint at walmart, that is what happens, lowes and home depot have poor to ok paint, i always suggest buying paint from a place that paint is their business, ie benjamin moore dealers, sherwin williams, porter, or some others, i pprefer the paints in that order, dont use cheap paint anymore if this is the case.

4 to much dust on the wall. in this case use a broom to know off and a vacuum to pick up the dust b4 painting, this one is unlikely as it would take quite a bit of dust build-up to make paint fail.

In any case now that you are where you are you just be very careful to pull and sand off any loose paint or the netxt coat will fail as well as it will just stick to the last coat and not to the wall.

Good LuckHelp! I just painted my bathroom and now the paint is peeling off!?
It sounds like you used a latex paint over an oil based paint. The only way to fix that is to scrape it %26amp; prime it, then repaint with the right kind of paint.
Did you even prime it???
scrape

clean with sugarsoap

prime with BATHROOM primer

paint with BATHROOM paint

good luck.
