Problems with painting over peeling paint?

Im painting my bathroom and having some problems. The current paint is peeling and rough. What kind of preparation do i need to take so that when i use my primer and paint the old peeling paint wont show through?

Unfortunately you will have to use a 4 stage procedure:

Scrape the loose paint from the wall, sand it to a smoothe finish then prime it and paint it.

You may want to be sure that you have no water damage that could be causing the paint to peel.Problems with painting over peeling paint?
you have to scrape off the old paint and sand it off before you can paint..........or else it will peel off too.
Scrape the old paint off, sand the walls, and then start your project. Wear a mask though while you're scraping!
You should use a paint scraper and sand paper and then prime it.
