I use concrete paint but it peels off in several monthe.

Concrete paint only works on DRY concrete. You are trying to paint over wet concrete. You need to bake out the moisture to have any hope. Heating the concrete (warmer than the atmosphere at least) for a period of time will drive out the moisture, and then you paint. However, if water is seeping in from outside, from the foundation being cracked or not being sealed properly, then you are out of luck. As long as water can seep into the concrete, it will soak up moisture like a sponge and the paint will never stick properly.Keep paint from peeling off on a damp concrete floor?
prime it first with a water sealer then repaint. Sometimes it doesn't hold well because of to much moisture under the floor.
