There is special paint for concrete etc.. however since it's tile you would need a sealant too. Go to Home Depot, Lowe's etc and ask them what products will work well. You are in need of what is called Deck Paint


any good home improvement centers' paint department will be able to direct you to a selection of colors and qualities within this product line !!
I have seen this problem before. There is not any real good solution other than removing the tile.
Use concrete floor paint.
give the paint sometime to stick to and try sandpapering the whole thing like with 100 grit and use a nice enamel paint .
use paint specifically designed for outdoor use
If you are trying to paint over quarry tiles, it will never work. I suggest you remove the peeled paint with wire wool and white spirit and then seal the surface with a product designed for sealing and polishing red quarries callied (in UK) 'Cardinal Red'. I used this years ago on some very damaged kitchen tiles and they came up really well. They should be ok in a porch, but it's a harsh environment for anything not designed for the purpose - external quality tiles.
you need an etching primer to cut into the tiles and provde a ';key';. then a top coat of paving paint with grit for grip. Try aluminium oxide for grit
You can't - it will always peel or crack at some point - you will have to keep going over it or replace the tiles with quarry tiles or the like.





Tile paint is OK (ish) on internal use - but outdoor or exposed to the elements - it just doesn't work.
use an arcylic paint and finish it off with polyurethene clear gloss
