Although you could use the wet sanding method to remove the damaged clear, I would recomment a different method. I would use a courser grit sand paper on a DA if you have one available and sand away all of the damaged paint. You may want to start out with grit as course as 80 the feather edge with 220. Once all of the damaged paint is removed I would prime resand with 220, reprime and water sand with 400. If the area is very large like the entire hood or trunk lit you may want to use a chemical stripper, prime and sand. What grit sand paper should i use to wet sand my peeling paint?
The std answer...It depends... You didn't say how old the paint is, nor the type of bumper (metal/plastic) but here goes:

Generally wet sanding is 400-600 grit but something 'softer' like Whites polishing compound may do a better job. The REAL issue is WHY is it peeling? It could be overexposure to Ultraviolet or solar via a long term focussed reflection or It could also be some defect in the paint where the surface was not clean when it was painted (a repaint perhaps?) or maybe even prolonged exposure to a solvent that is getting under the clearcoat like from a sprinkler. In any case get it feathered smooth and recoat with a decent UV protectorant and/or about 5-8% colorant in clearcoat.
400 grit waterproof then follow with 800.
